A developer that has delivered a slew of residential projects across metro Atlanta is planning a massive housing development in an exurban county anticipating significant population increase.
A development of regional impact filing was submitted on Oct. 14 specifying plans to develop an “age-restricted” housing community on approximately 500 acres in Dawson County.
Kolter Homes, a division of the Delray Beach, Florida-based real estate development and investment firm Kolter Group, led by CEO Bobby Julien, is listed as the project’s developer.
The community, dubbed Cresswind at Dawson Springs, is slated to feature 785 detached single-family homes, likely to be reserved for residents aged 55 and older. Cresswind is Kolter Homes’ brand of housing communities for active adults.
The development would rise near the intersection of Highway 53 and Bruce and Perimeter roads, according to the DRI filing.
B & K Turner LLP is listed as the property’s current owner. The registered agent of the LLP is Doug Flint, managing partner of the Canton-based law firm Flint, Connolly & Walker, according to state business records.
A representative from Kolter Group could not be reached for additional comment in time for publication.
Dawson County was home to metro Atlanta’s largest population percentage increase in 2023, rising 5.8% from the year before. It was the second consecutive year that the county’s population grew by more than 5%, per previous Atlanta Business Chronicle reporting.
The county’s population is estimated to increase nearly 50% by the year 2050, according to projections from the Atlanta Regional Commission.
Moreover, the senior population in Atlanta’s 21-county region is anticipated to more than double in size within the next few decades, presenting a need for more senior-friendly housing options as inhabitants age.
Atlanta-area residents aged 75 and older are expected to comprise roughly 12% of the total population by 2050, per additional ARC estimates. This demographic now makes up less than 5% of the metro area’s population.
Construction on Cresswind at Dawson Springs is slated to wrap in 2032, per the filing.
Kolter Homes operates several Cresswind communities across the Southeast, including communities in Newnan and Hoschton.
In addition to single-family homes, Kolter Group has made an impact on the local multifamily market.
It entered Atlanta’s high-end condo scene a few years ago with the development of The Graydon, a project pursued through the firm’s luxury condominium and townhome division, Kolter Urban. The firm was one of few at the time to deliver new condo units to a relatively stagnant market.
